Why does the Heilongjiang potato not sell off?

Large quantities, low prices, and unsalable sales are the keywords used to describe many local potato markets this year, but potato sales in Heilongjiang have another picture. According to the statistics from the Provincial Agriculture Commission, this year, the province's potato planting area is 4.283 million mu, which is an increase of 685,000 mu over the previous year; total production is 7.067 million tons, and the product volume is 6.467 million tons, which is an increase of 910 thousand tons and 707,000 tons respectively over the previous year. . By the end of October, the sales of potato fields in the province were all over. There was no occurrence of frozen potatoes or spoiled potatoes. All the commercial potatoes were sold and stored and sold at a good price.

Plan ahead for sales

Heilongjiang planting potatoes has unique advantages. Cold climate, precipitation, effective accumulated temperature, frost-free period are very suitable for potato growth. At present, the average level of potato production per mu in the country is 1.1 tons, while in Heilongjiang, the average yield per mu is about 1.7 tons, and the maximum per mu production is over 3 tons, and it is suitable for the development of green organic potatoes and virus-free seed potatoes. In addition, the potato has a high standard of rotation, and the best rotation period is four years. There must be 4 mu of cultivated land for planting an acre of potatoes for reasonable rotation. There are 100 million mu of cultivated land suitable for potato cultivation in this province, and there are conditions for rational rotation.

Although there are many advantages, the Heilongjiang potato industry has not fully played its advantages, and the area, yield, and total output have fluctuated in different years. The low-time area is only more than 300 million mu, which is less than 2% of the total cultivated area of grain crops in the province. There are many reasons for this volatility, but the main reason is that the market awareness is not strong. The sales of commodity potatoes are mainly in provinces such as Jilin and Liaoning, which are adjacent to it. The sales of seed potatoes are also mainly in the regions north of the Yangtze River, and the sales methods are traditionally lagging behind. Waiting for the door waiting for customers, low-cost rail transport is less than 20% of total sales. In the face of this situation, the provincial party committee and the provincial government proposed to take the potato industry as a breakthrough point and explore the solution to the problem of agricultural products that are weak in strong crops, short in large quantities, and of high quality and low price. Governor Wang Xiankui personally deployed and personally investigated. When he researched in Qiqihar and other places, he pointed out that to make the potato industry bigger and stronger, the first is to study the market, support the development of cooperatives, brokers, and transportation giants of potato marketing, and change acquisitions and other acquisitions as active marketing, through various channels and methods. The direct connection between production areas and sales areas reduces intermediate links and leaves more profits to farmers. The second is to nurture and expand leading enterprises, extend the industrial chain, and increase overall efficiency. The third is to speed up the construction of the logistics market, improve the level of storage and a balanced listing, so that "there can be swallowing in the off-season and vomiting in the busy season."

Under the guidance of the provincial party committee and the provincial government, this year, the province's localities organized sales earlier and changed the “time difference” advantage to the advantages of the industry and benefits. It successfully launched a potato marketing campaign and increased the popularity and market competitiveness of the potato in the province. . From the summer, the governor personally ran the market for potatoes. In mid-July, Wang Xiankui organized potato production in major counties (cities) and the country’s largest potato distribution company, Qingji Group, to carry out production and marketing docking. In mid-August, he hosted the province’s potato again. The industry promotion meeting, and personally linking up with the southern market, coordinated the railway department to arrange the potato train; on September 15, it cut the ribbon for the first batch of potato south-sales from Keshan County.

This year, the total output of Heilongjiang's autumn crops is 7.067 million tons, and the volume of goods is 6.467 million tons, all of which hit historical highs. According to Wang Xiankui’s instructions, the province plans ahead and adopts comprehensive measures to arrest marketing. Through the shipment of potato trains to promote the sale of raw materials from outside the province, potatoes, leading processing companies to buy raw potatoes and cellar storage winter storage three major measures to achieve the completion of all sales and storage of commodity potatoes.

Take time to hit the new market
Heilongjiang potatoes are generally listed for 15 to 20 days earlier than the main producing provinces such as Gansu and Inner Mongolia. This time difference is the key point for whether they can enter the new market in the southern sales area. The shipment of potato marketing trains through railways becomes a weapon for getting through the nodes. It only takes 7 days to transport from Heilongjiang to Guangzhou, and the cost of rail transportation is about 0.40 yuan per kilogram, which is only 1/2 of that for road transport.

The railway department attaches great importance to the special south-selling potato, and arranges the number of trains as early as possible to ensure the demand for specialized transportation capacity. Keshan, Nehe, Nenjiang and other major producing counties (cities) increased their policy support for the special shipments, unified dispatching, centralized grouping, accelerated acquisitions and shipments, and ensured the timely delivery of special trains. Heilongjiang this year for the first time shipped a special train for the South-Sale potato, a total of six special trains shipped, south of 15 million tons of commodity potatoes. Starting from September 15th and ending on October 8th, it took only three weeks to complete the delivery of six South-line trains and took the lead in seizing the market in the south of the market, achieving a victory in scale. The average price of potatoes and commodity potatoes that were sold south by special lines was 1.8 yuan and 1.2 yuan per kilogram respectively, which was 0.35 yuan and 0.25 yuan higher than the provincial sales price in the same period.

Li Hongbo, a peasant in Tongnan Town, Nehe City, told reporters that in the past, farmers harvested potatoes and waited at home to sell them to middlemen. If it were to be transported by train as it was in previous years, it would have to be put on the station for several days before it would be enough to get enough of the wagon. Potatoes are afraid of freezing and stored for a long time and are easily spoiled. Now that there is a special train, it will be pulled on the same day and it will be on the train that day, which will reduce the loss. The deputy secretary of the Nehe City Committee, Han Feng, said that in order to guarantee that the seed potato train will be sent on schedule, the city of Nehe has issued a specific support policy. Field loading fees, short-distance transportation fees, railway station platform fees, and loading and unloading fees for the potatoes will be paid by the municipal finance. In the process of shipment, various taxes and fees stipulated by the municipal government are exempted, and each wagon can save 6,670 yuan for the merchants.

Keshan County has fertile soil and a suitable climate. It is the “hometown of Chinese potato potato”. At present, the county's potato planting area is about 400,000 mu. For Keshan potato farmers, it is not difficult to increase harvests now. What is most worrying is that they are far from the main sales area and the transportation costs are too high. Take Hebei Province as an example. If you choose roads, the freight per ton will be between 300 and 350 yuan, while the railway transportation will only be around 100 yuan. In order to ensure smooth transportation, Keshan Railway Station set up a potato transport office to implement plans, cargo spaces, request vehicles, car recognition, empty vehicles, and haul trucks in order to ensure that farmers do not suffer losses.

The direct sale expanded the sales radius and expanded the market space. The nearest train line also reached Zhengzhou, Henan, and Yuan arrived in Ningbo, Zhejiang, Fujian, Xiamen, and Guangzhou, Guangdong, achieving a historic breakthrough.

This year, the province sold a total of 856,000 tons of potatoes in the southern provinces (among which 350,000 tons of seed potatoes), and sold 805,000 tons of roads to Jilin, Liaoning, Hebei, Shandong, and other provinces, and sold to Guangxi, Hebei, and Hubei by rail transportation. There are 51,000 tons of commercial potato in southern provinces such as Fujian and Fujian, of which six are dispatched to Guangzhou, Fuzhou, Zhengzhou, Ningbo, Xiamen and Zhangzhou (15,000 tons).

Processing and storage expansion
Qiqihar City this year has a sown area of 2.07 million mu of potatoes, 3.72 million tons of output and 1.8 tons of per mu, up by 78%, 90%, and 7.8% year-on-year respectively. In the case of significant increase in potato sales and increased sales pressure, due to early lock orders, ahead of plan to implement a series of measures such as the export of special trains, so that the time to market more than half a month ahead of the potato, driving the local market prices. At the beginning of September, the potato sales price in the main producing areas was 0.1 yuan higher than that of the surrounding areas, and the city’s export-only special trains increased the revenue by more than 20 million yuan, achieving increased production and income.

Various provinces across the province adopted a variety of forms to encourage potato processing leading enterprises and rural small flour workshops to acquire potatoes. The two companies purchased 2.65 million tons, an increase of more than 1.1 million tons over the year. Qiqihar City encourages processing companies to open up their acquisitions, start processing at full capacity and realize local transformation. This year, the processing volume of processing companies broke the historical ceiling and reached 1.1 million tons, accounting for 30% of the total output.

In order to increase the storage capacity and achieve a balanced listing, various local support measures have been introduced. Qiqihar City set aside 50 million yuan to establish a loan guarantee platform to support the construction of potato storage facilities, which can amplify the capital by 5 times and raise funds by 250 million yuan. Together with inciting social and private funds of 350 million yuan, the total amount will reach 600 million yuan. Due to policy support, counties (cities) under the jurisdiction of the city have also set off a climax to the construction of storage facilities.

Nehe City will provide a 50% discount loan on the newly built over 1,000 square meters underground storage pit, a city subsidy of 100 yuan per square meter, a 40% discount interest loan for underground storage, and a city subsidy of 50 yuan per square meter. Nehe City organic potato cooperatives self-financing more than 70 million yuan to build a storage capacity of 3,000 tons of potato storage pit, ready for storage in the coming spring and then value-added sales. They believe that the local potato planting area has increased significantly this year, and the efficiency of sales in the potato harvest season is not obvious. During the Spring Festival period, there will be a large demand for potatoes in Changchun and Shenyang, and the price will be much higher than it is now.

This year, Heilongjiang Province sold 1.221 million tons of commodity potatoes. Potato professional cooperatives and farmers retained and stored 1.74 million tons, and their storage increased by more than 800,000 tons. The province not only achieved a complete victory in potato sales, but also achieved remarkable results in terms of price. The average selling price per kilogram of commodity and processed potato in the province reached 0.8 yuan and 0.47 yuan, respectively, which was 0.13 yuan and 0.1 yuan higher than the normal value. At present, the main producing cities and counties of the potato industry have begun to dock with major cities in the south, especially Guangzhou, Shanghai and other major cities, and signed and implemented the next year's purchase and sales contracts, laying a good foundation for potato sales in the coming year.
